A single-file skill template fixing the meeting minutes format: decisions with owners, action items with source quotes, and no-interpolation rules.

# Meeting minutes format
Apply when summarizing any meeting, transcript, or recording.
## Structure
1. Verdict line: what this meeting changed, one sentence.
2. Decisions: each with who committed and any condition attached. Unowned decisions are flagged "unowned".
3. Action items table: action (imperative), owner, deadline, source quote. Owner and deadline come only from spoken words; otherwise "unassigned" / "none stated".
4. Open questions: raised and explicitly not resolved.
5. Notable positions: who disagreed and what each actually said, tightly paraphrased.
## Rules
- No interpolation: only what is in the transcript. Garbled passages become [UNCLEAR], never repaired into plausibility.
- Soft commitments ("someone should...") are captured but labeled soft.
