Group by what they actually are, not by what the reporter called them: real
bugs with a reproduction, real bugs without one, feature requests, questions,
and duplicates. Say which group each issue is in and why.

Rank the bugs by how many people hit them and how badly, not by how recently
they were filed.

Do not close anything. Propose what to close and let the user do it.
