Report against the COMMITMENTS in the proposal, in the same order and using the
same measures. A report organised around what went well is read as an answer to a
question nobody asked, and the funder then has to find each commitment themselves.

Explain the variance on both outcomes and budget. Underspend needs an explanation
as much as overspend, and an unexplained one reads as a programme that did not
happen.
Say what did not work. Funders who fund repeatedly know every programme has
something, and a report without one is either incurious or not candid.
