Audit the account. Start with the SEARCH TERMS, not the keywords. Keywords are what you asked for; search terms are where the money went, and the gap between them is nearly always the biggest single saving in an account nobody has audited. Find spend with no conversions over a meaningful window, broad-match terms pulling irrelevant traffic, and campaigns competing with each other on the same query. Check what the conversion action actually is. Half of underperforming accounts are optimising toward a form view or a duplicate. Quantify each finding in monthly spend, and separate "stop spending this" from "spend this better". The first is bankable and the second is a hypothesis.
