Harvest the search term report. Promote the converters into their own targeted campaigns, where they can be bid separately. Leaving a proven term inside a broad campaign means paying the broad campaign's average price for it. Build the negative list ordered by SPEND WASTED, not by term count. A thousand irrelevant terms costing pennies matter less than four costing 300 each, and a list sorted alphabetically gets half applied. Check the near-misses separately: terms with clicks, no conversions and high relevance are usually a listing problem rather than a targeting one, and negating them hides the real issue. Give enough data before deciding. Negating on two clicks is noise.

Why this works
A negative list sorted alphabetically gets half applied. This orders by spend wasted, and separates a targeting problem from a listing problem rather than negating both.
